1. Introduction and Context

Chapter 10 - Community Infrastructure & Creative Places

1.Supporting the need for Kildare County Council to zone land at least 12 acres for sports/recreational use in all towns and villages with a population greater than 5,000

2.To include as an action that Kildare County Council will work with any sports club that due to growth of numbers and or relocation of existing sports pitches will identify and zone appropriate lands to accommodate this growth and or relocation.

3. Include as an objective in the plan of raising awareness of the success of local artists/musicians from throughout Kildare

Supporting the positive Made of Athy project and asking that is be expanded and used as a template for other parts of the county.

 

4. That Kildare County Council will identify and appropriately zone lands for community gardens of at least 5 acres in towns and villages with a population of 5,000

5. That Kildare County Council continue to support the re-use of old school and community buildings for the benefit of the community

6. That Kildare County Council identify and zone a parcel of land in Kilberry for a playground and community use building

 7. That Kildare County Council provides a youth space in every village and town

8.That a community building be provided in each town with a population of over 5,000 within the county with the reuse of derelict buildings as a first option

 

 

9.That Kildare County Council provides at least one "changing Places Bathroom" in each Municipal District, suitably located to maximise its use by the overall community." Within the lifetime of the plan

 

10.That consideration be given to providing local authority run and managed childcare facilities where there is a lack of them planned, managed, and opened by the private market

 

 Transport/Roads:

  1. That Kildare County Council work with Iarnrod Eireann and the NTA to reopen toilet facilities at Newbridge train station

 

  1. To extend the short hop zone pricing zone to include all the train stations in south Kildare as part the Greater Dublin Transport Strategy or an equivalent pricing structure

 

 

  1. That Kildare County Council provide a new bridge alongside the heritage bridge on the Naas to Caragh road

 

  1. That Kildare County Council make provision for a 2nd bridge in Newbridge

 

  1. That HGV parking parks be facilitated and encouraged in all towns to free up parking of HGV’S in housing estates.

 

 

  1. Support and promote the delivery of Park and Ride facilities on the network of motorways throughout the county.

 

  1. Kildare County Council and the relevant agencies provide additional bus shelters in the county including one in Athy

 

  1. That Kildare County Council work with the NTA to further develop public transport from all villages in County Kildare to connect with larger towns and onward transport

 

  1. That Kildare County Council prioritise and build a public footpath to Colstown Cemetery Castledermot within the lifetime of the plan

 

Tourism:

 

  1. That the Curragh plains be designated a national park and brought under the direct control of the OPW

 

  1. That Kildare County Council in association with the office of public works develop the Abbey at Castledermot as a tourist attraction and incorporate in a South Kildare Tourism trail

 

 

Chapter 3. Housing

 

Rural Housing

 

  To include:

Cluster type developments will be considered in rural areas on family land holdings for applicants who are family members and comply with the social or economic element of the rural housing policy.

 

The cluster shall be designed in such a way that is appropriate to the rural context and shall be set back into the landscape from the public road. Clusters shall not exceed five houses and will be subject to normal, planning, siting, design and local need considerations. Where there is a likelihood of more than one applicant seeking planning permission over a period of time, the Council will engage with the landowner to provide for an appropriate site layout capable of accommodating a recessed cluster.

 

 

 

Amend 3.14 Rural Housing Density to read:

 

To include that back land development will be considered for all applicants who are building on a family landholding and who comply with the social or economic element of rural housing

 

 

 

 

Supporting the concept of serviced sites to be provided by local authority or private individuals for those who conform to local need.  

 

 

Enterprise:

That Kildare County Council work with Bord na Mona to develop an enterprise centre on their lands at Kilberry Athy to include a community facility

 

 That Kildare County Council will consider a special development contribution rate for towns and villages including already zoned land for any location within 10km of a bordering county where there is a negative differential on such a rate. This rate should be set to encourage commercial development in these border areas.

 

Notes:

Support the submission of the Ballyshannon Action group

Support the submission to look at including as an objective the historic Barrow Drainage Scheme access routes and trail along the eastern bank of the river Barrow between Monasterevin and Athy be re-opened, upgraded and re-developed to provide a Walking/Cycling/Canoeing route and Riparian Barrier linking both towns.
