Téacs Molta Fáth
An Ghaeilge
Leanúint ar aghaidh ag tacú leis an nGaeilge mar cuid dár bhféiniúlacht agus mar theanga bheo laistigh den chontae agus roghanna a chur i bhfeidhm chun teanga agus cultúr na Gaeilge a chur chun cinn trí bheartas, plean teanga agus ghníomhartha.
Ba chóir do Chomhairle Contae Chill Dara ról ceannaireachta a bheith acu i bhforbairt an phlean chontae cúig bliana don Ghaeilge don tréimhse 2023-2028, ag tacú leis an bpobal Gaeilge atá gníomhach sa chontae. Bíonn pleanáil teanga ag teastáil le dea-chleachtas a chinntiú do chur chun cinn na Gaeilge, mar a aithnítear san Acht Gaeltachta 2012.
Pleanáil Teanga
Tacú go gníomhach le cur i bhfeidhm pleananna teanga i limistéir Pleanála Líonraí Gaeilge. Ba chóir freisin go mbeadh ról páirteach ag an Comhairle Contae leis an próiseas pleanála teanga i gContae Chill Dara.

Bíonn plean teanga in úsáid ar fud na tíre chun dea-chleachtas ar mhódhanna agus straitéis ar chur chun cinn na Gaeilge a shoiléiriú de réir Acht na Gaeltachta 2012.

Moltar an leasú seo le cinntiú go mbeadh an Comhairle Contae gníomhach ag tacú le pleanáil teanga i gceantar áirithe sula mbeadh an ceantair sin aitheanta mar líonra. Tá próiséas pleanála ar bun cheana féin sna Solláin/Nás na Ríogh agus i Maigh Nuad mar shampla.
Oideachas trí mheán na Gaeilge
Leanúint ar aghaidh ag dul i dteagmháil leis an Roinn Oideachais agus Scileanna chun tacú leis an bhfás ar oideachas trí mheán na Gaeilge agus chun oibriú leis an Roinn agus leis an bpobal chun freastal ar an éileamh ar Ghaeloideachas sa chontae.
Ba chóir go mbeadh tuairim an phobail san áireamh ag CCCD maidir leis an nGaeloideachas, go háirithe maidir le bunú scoileanna nua
Gaeilge ar Aghaidheanna Siopaí
Tacú le húsáid na Gaeilge ar aghaidheanna siopaí.
Ba chóir go moltar agus go spreagfar gnóthaí chun an Ghaeilge a úsáid ar fógraí na siopaí agus ar fhógraíocht go ginearálta.
Forbairtí nua a ainmniú
A chinntiú go dtaispeántar agus go n-ainmnítear gach forbairt nua i nGaeilge amháin, chun tearcionadaíocht stairiúil ainmneacha Gaeilge sa Chontae a cheartú; agus ag an am céanna éagsúlacht shaibhir na staire agus bunús logainmneacha agus ainmneacha baile fearainn i gContae Chill Dara a léiriú, chomh maith le hainmneacha a léiríonn stair shóisialta gach áit.

Lasmuigh d’ainmneacha na bhforbairtí nua, Ní mór do gach logainm atá suiteáilte ar shráideanna nó ar bhóithre / sráideanna in eastáit nua a bheith sa dá theanga.

Tá seo le cinntiú go dtaispeánfar agus go n-ainmneofar eastáit nua as Gaeilge amháin
Soláthar deiseanna agus spáis don Ghaeilge
Fás agus úsáid na Gaeilge a chur chun cinn i gContae Chill Dara agus soláthar deiseanna éagsúla agus spáis do dhaoine sa chontae atá ag foghlaim na Gaeilge.
Ba chóir don rún seo cur leis an obair iontach atá ar bun ag Leabharlanna Chill Dara. Ba chóir roghanna foghlama chur ar fáil tríd an seomra ranga agus trí ranganna ar líne.
Líonraí Gaeilge
Líonraí Gaeilge i gContae Chill Dara a chur chun cinn, tacú leo agus aitheantas a lorg dóibh in éineacht leis na grúpaí pobail atá sna cheantair sin.

Iniúchadh a dhéanamh ar na deiseanna chun tacú le húsáid níos mó a bhaint as an nGaeilge laistigh de shráidbhailte uirbeacha roghnaithe sna líonraí.

Tacú le cur chun cinn na Gaeilge agus tionscnaimh tacaíochta chun ceantair le líonraí Gaeilge nua a bhunú i gContae Chill Dara.

Tá an leasú seo molta le húsáid a bhaint as an struchtúr nua curtha ar fáil ag an Acht na Gaeltachta 2021 maidir le líonraí. Bheadh deis líonraí a chur ar bun i roinnt shráidbhailte nó baillte i gContae Chill Dara amach anseo.

Molann Cill Dara le Gaeilge Comhairle Contae Chill Dara de bharr na spriocanna agus na gnímh atá aitheanta don Ealaíon, Teanga agus Cultúr i Roinn 10.10.  Spreagtar muid ach go háirthe de bharr an tacaíocht do na Líonraí Gaeilge (SC057) agus spásanna cultúrtha/cuir i láthair (SC054).

I láthair na huaire, tá Na Solláin/Nás na Ríogh cláraithe le Foras na Gaeilge faoin Scéim Forbartha na Líonraí Gaeilge.

Normálú úsáid na Gaeilge sa phobal
Ba chóir do CCCD úsáid na Gaeilge a spreagadh i measc mórimeachtaí pobail agus i bhféilte pobail. D'fhéadfaí fógraíocht, cumarsáid digiteach a úsáid mar shampla nó go mbeadh imeachtaí dátheangacha ar an gclár.

Ba chóir do CCCD tacaíocht breise a chur ar fáil do ghrúpaí/coistí pobail agus eagraithe d'imeachtaí pobail go mbeadh níos mó Gaeilge le feiceáil agus/nó go mbeadh imeachtaí dátheangacha ar an gclár.

I gcroílár de luachanna an chomhairle chontae agus mar cuid de plean forbartha CCCD, ba chóir go spreagfaí d'úsáid na Gaeilge agus feiceáilteacht na Gaeilge.
Proposed Text Reason
Irish Language
To continue supporting Gaeilge as part of our identity and as a living language within the county and to implement options to promote Irish language and culture through policy, a language plan and actions
Kildare County Council should play an leading role in the development of the 2023-2028 five year plan for the Irish language supporting the vibrant Irish language community within the county. Language planning leads to good practice for the promotion of the Irish language as is recognised in the Gaeltacht Act 2012.
This amendment is recommended to ensure that the County Council can actively support language plans for select areas before those areas are designated with Líonra status. Current areas with active language planning processes include Sallins/Naas and Maynooth.
Irish Medium Education
To continue to engage with Department of Education and Skills to support the growth in Irish medium education and to work with the Department and the community, looking to meet demand for Irish Language medium education within the county.
KCC should take the views of the
community into account with regard to
Irish-medium education, in particular the
establishment of new schools
Irish language on Shopfronts
To support the use of the Irish language on shopfronts.
Businesses should be encouraged and incentivised to use the Irish language on shopfronts and on general signage.
Naming of new developments
To ensure that all new developments are named and displayed in the Irish language only, to redress the historic under-representation of Irish language names in the County; whilst also reflecting the rich diversity of history and origins of place names and townland names within Kildare and also names that are reflective the social history of each place.

Excluding new developments, all place names installed for new streets or official streets/roads in new estates must be bi-lingual.

This is to ensure that new estate names are named and displayed in Irish only
Provision of opportunities and space for the Irish Language
To promote the growth and use of Irish within County Kildare and the provision of a variety of opportunities and space for people in the county to learn Irish.
This motion should complement the excellent work underay with Kildare libraries. Learning options should be made availaile via classroom learning and via online learning.
Líonraí Gaeilge
To promote, support and seek the development of Kildare's Irish Language Networks (Líonraí) in cooperation with community groups in those areas.

To explore the opportunities for supporting greater use of the Irish language within selected urban villages within nominated Líonra areas.

To support the promotion of the Irish language and support initiatives to establish new Irish language networks (Líonraí) in County Kildare.

This amendment is proposed to make use of the new structure included in the Gaeltacht Act 2021 in relation to Irish language networks. Opportunities to set up new designated Líonra areas may be available in a number of towns and villages in County Kildare in the future.

Cill Dara le Gaeilge commends Kildare County Council for the objectives and actions identified for Arts, Language and Culture in Section 10.10. We are especially encouraged by the support for Irish Language Networks (SC057) and cultural/performance spaces (SC054).

Currently Sallins/Naas and Maynooth are registered with Foras na Gaeilge under the Irish Language Network Development Plan (Scéim Forbartha na Líonraí Gaeilge).

The normalisation of the use of Irish Language in the community
KCC should encourage the adoption of the Irish Language in mainstream community events and community festivals. Examples of this might include signage, digital communication and including bilingual/Irish language events on the programme.

KCC should provide additional support for community groups and festival organisers that incorporate Irish language and/or bilingual events in their programmes

Encouraging the widespread use of the Irish langage and the increased visibility of the language should be central to Kildare County Council's values and developmental policies.
