The Corporate Plan - what is it?

The Corporate Plan serves as the local authority's framework for action during the lifetime of the current Council, 2024 - 2029.

It sets out a vision for County Kildare, a mission statement for Kildare County Council, the core values that inform the work of the Council, its strategic priorities and how it delivers services.

The Corporate Plan will be used to direct business processes and performance, through Annual Service Delivery Plans and performance measurement and development (PMDS).

What is the Purpose of the Consultation?

The preparation of the Corporate Plan is drafted using an inclusive approach through consultation with internal stakeholders (elected members, staff and various committees) and external stakeholders.

The purpose is to provide all stakeholders with an input into the plan making process, ensure the Plan is relevant to their concerns and to encourage ownership of the Plan.

What happens after the Consultation?

Your feedback will be considered during the drafting of the Corporate Plan. 

A report on the consultation phase summarising the main issues and responses is provided to all elected members.

The elected members then consider the Draft Plan and decide regarding the adoption of the Plan in December 2024.

When the Plan is adopted by the elected members it is then publicised and published on the Council's website and its objectives feed into service plans for the next 5 years.

Information: The mission statement in the Corporate Plan is typically a slightly longer statement than the vision, which encapsulates the aims and values of the organisation as it seeks to achieve its objectives over the next 5 years.

Priority Strategic Objectives 

Information: Following the consultation process in 2019, the key strategic objectives in the 2019 Corporate Plan are as below. It is important when entering these objectives that they are aligned with the functions that the Council are responsible for. 

Strategic Objectives:


1. Leading a Climate resilient Kildare
"Building climate change resilience, action and sustainability into service and infrastructure, while protecting and promoting our natural and built environment for the well-being of present and future generations."

2. Enabling business and sustaining growth
"To optimise the potential of Kildare and its business to innovate, invest, promote and sustain growth and employment, across our County and throughout our community."

3. Supporting delivery of housing and associated community development
“To work with all partners to strive to meet Kildare’s housing needs, working to reduce homelessness and providing support for developing communities.”

4. Building communities through empowerment and inclusion
“To empower all citizens to participate in safe and inclusive communities and access services and supports that make a positive difference in their lives.”

5.  Delivering enabling infrastructure for a connected County
“Continue to plan, deliver and maintain key infrastructure in our County that sustains mobility and access and positions Kildare to achieve sustainable growth.”

“To assist local democracy while improving service delivery, engagement and communications by maximising the effectiveness of our people, budgets, operations and ICT resources.”
