Supplementary Special Speed Limit Byelaws for Built-Up and Urban areas 2026
Kildare County Council, in exercise of the powers conferred on it under Section 9 of the Road Traffic Act, 2004 (No.44 of 2004), as amended, hereby gives notice of its intention to introduce reduced speed limit byelaws in certain built up and urban areas across the County, in the interests of prudent traffic management and road safety. These byelaws will be supplementary to the existing speed limits for the County at this present time. The proposed byelaws will be on public display from Monday 27 July 2026 until Friday 28 August 2026 and can be accessed by any of the following ways:
The offices of Kildare County Council, Level 4, at the address below, Monday – Friday between the hours of 9.00am and 5.00pm
Following the public consultation exercise, it is intended that the Elected Members will be asked to adopt the proposed Supplementary Special Speed Limit Byelaws for Built-Up and Urban areas 2026, taking into account any submissions received, and may also decide to introduce amendments to the proposals by way of resolution(s) passed by the majority of Members present at the meeting.
The proposed byelaws are presented in 5 Volumes of maps defined by each Municipal District as
follows:
• Volume 1 – Clane / Maynooth Municipal District
• Volume 2 – Celbridge / Leixlip Municipal District
• Volume 3 – Kildare / Newbridge Municipal District
• Volume 4 – Naas Municipal District
• Volume 5 - Athy Municipal District
The maps outlined in these draft byelaws indicate the sections of public roads where a reduced speed limit in built-up and urban areas is proposed, and these Byelaws shall come into operation on the date they are adopted by resolution by the Elected Members of Kildare County Council.
Submissions or observations with respect to the proposed byelaws, in accordance with the Dept of Transportation Guidelines 2025 can be made online at:

All submissions, including names of those making the submissions, in regard to this scheme will form part of the statutorily required report to be presented at a meeting of the elected members. Accordingly, they will also be included in the minutes of that meeting and may appear in the public domain.
Kildare County Council is subject to the provisions of Freedom of Information (FOI Acts 1997 and 2014) and the Data Protection Acts 1988 and 2013.
