Proposed Variation No. 4 (Landscape Character Assessment) of the

Kildare County Development Plan 2023-2029 (as varied)

 

Notice is hereby given pursuant to Section 58(7)(b) of the Planning and Development Act 2024 (as amended), that Kildare County Council proposes a variation to the Kildare County Development Plan 2023-2029 (as varied) (hereafter referred to as ‘the Plan’). 

Reason for the Proposed Variation No. 4

This Proposed Variation has been prepared to update the Kildare County Development Plan 2023-2029 (as varied) (hereafter referred to as ‘the Plan’) by replacing the Landscape Character Assessment (2004) with the recently completed Landscape Character Assessment (2025), which was carried out in response to Action LR A1 of the Plan. 

In accordance with Section 58 of the Planning and Development Act 2024 (as amended), it has been determined that a Strategic Environmental Assessment (SEA) is not required for the Proposed Variation, and an Appropriate Assessment (AA) is also not required for the Proposed Variation.

Content of Proposed Variation No. 4

This Variation No. 4 comprises of amendments to Chapter 12 Landscape, Recreation and Amenity of the Written Statement (Volume 1), Appendix 2 Wind Energy Strategy and the insertion of a new Appendix 13 Landscape Character Assessment (2025):

The Proposed Variation No. 4 is accompanied by:

  • A Strategic Environmental Assessment (SEA) Screening Report pursuant to the Land Use Planning – Strategic Environmental Assessment Regulations 2025 (S.I. 456/2025).
  • An Appropriate Assessment (AA) Screening Report in accordance with the requirements of Article 6(3) of the EU Habitats Directive (DIR 92/43/EEC).

A copy of Proposed Variation No. 4 and supporting documents may be inspected from 9.30am Thursday 12th of February to Thursday 4pm 12th of March 2026 at the following locations:

  • Planning Office, Kildare County Council Office, Áras Chill Dara, Naas, Co. Kildare during opening times of 9.30am-4.00pm, Monday to Friday (excluding Bank Holidays).

Please note, the consultation portal http://consult.kildarecco.ie/en/browse remains open at all times during the statutory consultation period.

How to make a submission

Submissions or observations may be made in respect of the Proposed Variation and accompanying reports before 4pm on Thursday 12th of March 2026 and will be taken into consideration before the making of the Variation. Your name and address should be stated in your submission, and where relevant, the body or organisation represented. Children or groups/associations representing the interests of children are welcome to make submissions. Please make your submission in one of the following ways only (Late submissions, e-mail or faxed submissions will not be accepted):
