Dear Planning Department,

I am writing to express my concerns regarding the proposed rezoning of land and the planned new developments in Kilcullen. While I support initiatives aimed at fostering growth and development, I believe that these plans must be underpinned by a comprehensive approach that considers the town’s current infrastructure deficits and capacity challenges.

Key Concerns:

  1. Failure to Align with the Kilcullen Design Statement:
    It is deeply concerning that the proposed plan appears to lack alignment with the Kilcullen Design Statement. This document, created through extensive community consultation and input, outlines a vision for sustainable and community-focused development in Kilcullen. Ignoring its recommendations undermines both the community's voice and the purpose of thoughtful, inclusive planning.

    Additionally, the apparent lack of awareness or consideration of this key document within the planning department raises questions about the coherence and transparency of the planning process.

  2. Traffic Congestion and Transportation Infrastructure:
    Kilcullen is already experiencing significant traffic gridlock during peak hours, exacerbated by inadequate road networks and insufficient public transport options. Without addressing these issues, additional developments will intensify congestion, leading to longer commute times, increased emissions, and reduced quality of life for residents.
  3. Lack of Local Resources and Amenities:
    The town currently lacks adequate resources to meet the needs of its growing population, including schools, healthcare facilities, recreational spaces, and retail services. Further development without parallel investment in these areas risks overburdening existing facilities, impacting residents' access to essential services.
  4. Impact on Community and Environment:
    Large-scale rezoning and development without careful planning could harm the town’s character and strain natural resources, such as water supply and waste management systems. Green spaces that enhance the town's livability may also be at risk of being reduced or poorly integrated.

Approach:

  1. Comprehensive Infrastructure Planning:
    • Conduct a thorough traffic impact assessment to identify bottlenecks and prioritize upgrades to roads and public transportation.
    • Invest in sustainable transportation options, including cycling paths and improved bus services, to reduce dependency on private vehicles.
  2. Provision of Essential Services and Amenities:
    • Ensure that plans for schools, healthcare facilities, and community spaces are developed alongside housing projects to meet the needs of an expanded population.
    • Introduce zoning regulations that mandate a balanced mix of residential, commercial, and recreational spaces.
  3. Phased Development Approach:
    • Implement a phased approach to rezoning and development that ties new projects to completed infrastructure upgrades.
    • Establish clear benchmarks and timelines for infrastructure improvements to avoid uncoordinated growth.
  4. Community Engagement:
    • Facilitate regular consultations with residents to ensure that development reflects community needs and priorities.
    • Provide transparent updates on infrastructure planning and development timelines.

While growth is important for Kilcullen’s future, it must be carefully managed to ensure sustainable, livable conditions for current and future residents. I urge Kildare County Council to prioritize infrastructure improvements and resource allocation before proceeding with rezoning and new developments. A comprehensive, phased approach will benefit both the community and the town's long-term growth.
