Kildare County Council is responsible for the protection of the environment and the prevention of illegal dumping and littering across the county. An area of concern has been identified at the bring bank facilities located within the car park of Tesco Superstore, Moorefield Road, Newbridge, Co. Kildare, which serves a high-density catchment area and accommodates both glass bring banks under the control of Kildare County Council and third-party textile banks.
This location is readily accessible and operates as a key recycling point for the local community and wider Newbridge area. However, recurring instances of misuse have been observed, including the deposit of general waste in the vicinity of the bring banks and in adjoining areas.
Significant dumping has occurred at this location over a prolonged period, with materials consisting primarily of household waste and textile items. This has impacted the presentation, usability and environmental quality of this well-used public facility.
The Circular Economy & Miscellaneous Provisions Act 2022 provides for use of CCTV by a Local Authority for the purposes of prevention, detection and prosecution of waste & litter offences.
There are separate codes of practice for the use of CCTV for waste/litter purposes:

Under this legislation, CCTV cameras can be deployed at locations where there is a history of illegal dumping.
What we are proposing:
Kildare County Council proposes to install CCTV cameras at the bring banks located at Tesco Superstore, Moorefield Road, Newbridge, Co. Kildare, in order to address ongoing misuse of the facility and illegal dumping at this location.
The proposed CCTV deployment includes:
2 overview cameras
1 vehicle registration camera
2 decoy cameras, to be installed when live CCTV is not in place
Installation of necessary infrastructure where necessary, including poles and signage
The proposed duration of live CCTV monitoring is 6 weeks.
The purpose of this initiative is:
To deter illegal dumping activity
To detect and identify offenders
To support enforcement action under the Waste Management Act 1996, (As Amended), and the Litter Pollution Act, 1997, (As Amended.)
Signage will be installed on all infrastructure to inform members of the public of the presence of CCTV.
Consultation:
Under the applicable Codes of Practice, prior to the introduction of CCTV, a structured process must be followed to ensure that its use is necessary, proportionate, and targeted. As part of this process, Kildare County Council is undertaking a public consultation in respect of the proposed use of CCTV at this location.
This consultation relates solely to the proposed CCTV deployment at;

All submissions will be considered prior to any final decision being made.
