Oscailte3 Iúil, 2026, 09:00 - 17 Iúil, 2026, 17:00

Overview:

Kildare County Council is responsible for the protection of the environment and the prevention of illegal dumping and littering across the county.

An area of concern has been identified at the entrance to St. Brigid’s Cemetery, Nicholastown, Kilcullen, approximately 1.5km from Kilcullen town centre and accessed via the L6088 (McGarry’s Lane).

This location represents the sole access point to the cemetery and has experienced repeated incidents of illegal dumping in recent years. Materials deposited have included household waste and other refuse, which has impacted the amenity, dignity and environmental quality of this sensitive location.

The Circular Economy & Miscellaneous Provisions Act 2022 provides for use of CCTV by a Local Authority for the purposes of prevention, detection and prosecution of waste & litter offences.

There are separate codes of practice for the use of CCTV for waste/litter purposes:

  • Code of Practice for the Operation of CCTV for the Purposes of Prevention, Detection, & Prosecution of Waste Offences.
  • Code of Practice for the Operation of CCTV for the Purposes of Prevention, Detection, & Prosecution of Litter Offences.

Under this legislation, CCTV cameras can be deployed at locations where there is a history of illegal dumping, and the codes of practice are adhered to.

What we are proposing:

Kildare County Council proposes to install CCTV cameras at the entrance to St. Brigid’s Cemetery, Nicholastown, Kilcullen, in order to address ongoing illegal dumping.

The proposed CCTV deployment includes:

  • 1 overview camera positioned to monitor the entrance area
  • 1 licence plate recognition camera to capture vehicle registration details
  • Decoy camera to remain in place when live camera is not actively deployed
  • Provision and installation of supporting infrastructure, including poles and signage, where necessary

The proposed duration of live CCTV monitoring is 6 weeks.

The purpose of this initiative is:

  • To deter illegal dumping activity
  • To detect and identify offenders
  • To support enforcement action under the Waste Management Act 1996, (As Amended), and the Litter Pollution Act, 1997, (As Amended.)

Signage will be installed on all infrastructure to inform members of the public of the presence of CCTV.
