Proposed Captains Hill Active Travel Scheme, Leixlip - Planning Reference: P82026.06

 

Pursuant to the requirements of the above, Kildare County Council proposes the provision of active travel scheme with a combination of high-quality segregated cyclist and pedestrian and shared facilities along Captains Hill (R419), Leixlip in County Kildare. 

 

The scheme extends from the junction with Main Street, Leixlip northwards to Cope Bridge (Confey Railway Station), including associated works on side roads, junctions, and connections to existing pedestrian and cycle links. 

 

The proposed development comprises: 

  • Provision of segregated cycle tracks and dedicated pedestrian facilities along Captain’s Hill as shown on the Part 8 drawings 
  • Upgrade of existing footpaths along the southern section of Captain’s Hill as shown on the Part 8 drawings 
  • Provision of shared pedestrian and cyclist facilities in constrained sections as shown on the Part 8 drawings 
  • Realignment of the existing carriageway to facilitate the provision of active travel infrastructure as shown on the Part 8 drawings 
  • Upgrade of the Main Street / Captain’s Hill junction, including revised lane arrangements, upgraded traffic signals and improved pedestrian crossing facilities as shown on the Part 8 drawings 
  • Reconfiguration and signalisation of the River Forest / Newtown Glendale junction to replace existing staggered priority junctions, including provision of controlled pedestrian crossings as shown on the Part 8 drawings 
  • Provision of 1 no. new signal-controlled pedestrian crossing at San Carlo Senior School replacing the existing school warden crossing 
  • Upgrade and realignment of 1 no. existing signal-controlled pedestrian crossing north of San Carlo Senior School to tie into the proposed scheme 
  • Provision of 1 no. new signal-controlled pedestrian crossing at an existing informal crossing location south of St Mary’s 
  • Provision of signal-controlled pedestrian crossings at the reconfigured River Forest / Newtown Glendale junction 
  • Provision of 1 no. new signal-controlled pedestrian crossing at the access to Confey Railway Station 
  • Realignment and provision of raised pedestrian crossings on side roads (circa 6 no.) along Captain’s Hill to improve pedestrian and cyclist priority 
  • Provision of upgraded active travel connections linking Captain’s Hill to Main Street via existing and enhanced pedestrian and cyclist routes through adjacent residential areas 
  • Tie-in to existing and permitted works at Cope Bridge, including provision for future pedestrian and cyclist facilities 
  • Upgrade and retention of existing bus stop infrastructure (4 no.) including provision of bus cages and accessibility improvements as shown on the Part 8 drawings 
  • Reconfiguration of on-street parking arrangements including provision of accessible parking and removal of informal drop-off areas as shown on the Part 8 drawings 
  • Upgrade of public lighting infrastructure along the route in accordance with current standards 
  • Upgrade and diversion of surface water drainage infrastructure including attenuation measures and associated works within the Avondale area 
  • Utility diversions and undergrounding of existing services where practicable as shown on the Part 8 drawings 
  • Removal of existing trees and vegetation where required to facilitate the scheme and provision of compensatory planting as shown on the Part 8 and Landscape drawings 

 

 

 

Particulars of the proposed scheme are available for inspection at the offices of Kildare County Council, Part 8 viewing area, Level 1, Áras Chill Dara, Devoy Park, Naas, Co. Kildare, W91 X77F (Opening hours: 9.00 a.m. to 5.00 p.m., Monday to Friday). 

 

In addition, the proposed scheme will be available for inspection at Leixlip Library, Captain's Hill, Leixlip, Co Kildare, W23 WR96 (Opening hours: 10.00 a.m. to 5.00 p.m. Monday, Wednesday, Friday and Saturday, 10.00 a.m. to 8.00 p.m. Tuesday and Thursday.  The library does not open on Sundays or the Monday of a Bank Holiday weekend).

 

The proposed development has undergone Appropriate Assessment Screening under the Habitats Directive (92/43/EEC) and the Planning and Development Act 2000, as amended and the Planning Authority has determined that a Stage 2 Appropriate Assessment is not required in this instance. In addition, the proposal has also undergone screening for Environmental Impact Assessment under the EIA Directive 2014/52/EU (and the relevant provisions of the Planning and Development Act 2000, as amended) and the Planning Authority has determined that there will be no real likelihood of significant effects on the environment arising from the proposed development and therefore an Environmental Impact Assessment is not required. In accordance with Article 120 of the Planning & Development Regulations 2001 (as amended), any person may, within 4 weeks from the date of this notice, apply to An Coimisíun Pleanála for a screening determination as to whether the proposed development would be likely to have significant effects on the environment.
