Bring Banks, St. Kevin's GAA Club, Staplestown, Donadea, Co. Kildare
Kildare County Council is responsible for the protection of the environment and the prevention of illegal dumping and littering across the county. An area of concern has been identified at the bring bank facilities located within the car park of St. Kevin's GAA Club, Staplestown, Donadea, Co. Kildare, which accommodates both glass bring banks under the control of Kildare County Council and a third-party textile bank. The location serves a large rural catchment area and provides an important recycling facility for the local community and surrounding areas. In addition to providing sporting facilities for juvenile and adult teams, St. Kevin's GAA Club is an important community asset and includes a publicly accessible walking track which is available for use by local residents throughout the day.
However, recurring instances of misuse have been observed at this location, including the deposit of household waste and other general waste in the vicinity of the bring banks and adjoining lands. Significant dumping has occurred at the site over a prolonged period, negatively impacting the presentation, usability and environmental quality of this well-used community facility.
The Circular Economy & Miscellaneous Provisions Act 2022 provides for use of CCTV by a Local Authority for the purposes of prevention, detection and prosecution of waste & litter offences.
There are separate codes of practice for the use of CCTV for waste/litter purposes:

Under this legislation, CCTV cameras can be deployed at locations where there is a history of illegal dumping.
What we are proposing:
Kildare County Council proposes to install CCTV cameras at the bring bank facilities located at St. Kevin's GAA Club, Staplestown, Donadea, Co. Kildare, to address ongoing illegal dumping and misuse of this important recycling facility.
The proposed CCTV deployment includes:
1 overview camera
1 vehicle registration camera
1 decoy camera, to be installed when live CCTV is not in place
Installation of necessary infrastructure where necessary, including poles and signage
The proposed duration of live CCTV monitoring is 6 weeks.
The purpose of this initiative is:
To deter illegal dumping activity
To detect and identify offenders
To support enforcement action under the Waste Management Act 1996, (As Amended), and the Litter Pollution Act, 1997, (As Amended.)
Signage will be installed on all infrastructure to inform members of the public of the presence of CCTV.
Consultation:
Under the applicable Codes of Practice, prior to the introduction of CCTV, a structured process must be followed to ensure that its use is necessary, proportionate, and targeted. As part of this process, Kildare County Council is undertaking a public consultation in respect of the proposed use of CCTV at this location.
This consultation relates solely to the proposed CCTV deployment at;
Bring Banks, St. Kevin's GAA Club, Staplestown, Donadea, Co. Kildare.
Representations in relation to this proposal can be made through the Council’s consultation portal via the “Make a Submission” process.
All submissions will be considered prior to any final decision being made.

The proposal includes one overview camera to monitor activity at the bring bank facility together with one vehicle registration camera to assist in identifying vehicles associated with illegal dumping activity. A decoy camera may be installed when live CCTV is not in operation. Existing site infrastructure may be utilised where suitable, although additional infrastructure may be installed if required.
