Consultation for CCTV in Edmund Rice Square, Athy, Co. Kildare

Open3 Jul, 2026, 09:00 - 17 Jul, 2026, 17:00

Overview:

Kildare County Council is responsible for the protection of the environment and the prevention of illegal dumping across the county. An area of concern has been identified at the bring bank and textile bank facilities located at Edmund Rice Square, Athy, Co. Kildare, adjacent to commercial premises and the River Barrow.

The site is located adjacent to the River Barrow, which is designated as a Special Area of Conservation (SAC), and as such, any illegal dumping or inappropriate disposal of waste presents a potential risk to protected habitats, water quality and associated biodiversity.

This is a prominent public location which is actively used by the local community. While previous CCTV deployment and ongoing deterrent measures (including signage and decoy cameras) have contributed to a reduction in illegal dumping, incidents continue to occur at the site, including the disposal of bulky household items and misuse of recycling facilities.

The presence of illegal dumping detracts from the amenity value of the area and presents a potential environmental risk.

The Circular Economy & Miscellaneous Provisions Act 2022 provides for use of CCTV by a Local Authority for the purposes of prevention, detection and prosecution of waste & litter offences.

There are separate codes of practice for the use of CCTV for waste/litter purposes:

  • Code of Practice for the Operation of CCTV for the Purposes of Prevention, Detection, & Prosecution of Waste Offences.
  • Code of Practice for the Operation of CCTV for the Purposes of Prevention, Detection, & Prosecution of Litter Offences.

Under this legislation, CCTV cameras can be deployed at locations where there is a history of illegal dumping, and the codes of practice are adhered to.

What we are proposing:

Kildare County Council proposes to install CCTV cameras overlooking the area at the bring banks, and textile clothing bank in Edmund Rice Square, Athy, Co. Kildare.

The proposed CCTV deployment includes:

  • 1 licence plate recognition cameras to capture vehicle registration details
  • 2 overview cameras positioned to monitor activity at bring bank facilities
  • Decoy cameras to remain in place when live cameras are not actively deployed

The proposed duration of live CCTV monitoring is 12 weeks.

The purpose of this initiative is:

  • To deter illegal dumping activity
  • To detect and identify offenders
  • To support enforcement action under the Waste Management Act 1996, (As Amended), and the Litter Pollution Act, 1997, (As Amended.)

Signage will be installed on all infrastructure to inform members of the public of the presence of CCTV.
