Overview:

Kildare County Council is responsible for the protection of the environment and the prevention of illegal dumping across the county. An area of concern has been identified along the Tully Road, Kildoon, Co. Kildare, located approximately 3km south of the Irish National Stud & Gardens.

The setting is a rural access route bordered by Coillte forestry on both sides, with significant environmental and amenity value for the local community and visitors to the area.

Despite previous clean-up initiatives, public awareness campaigns, and the installation of signage, there is a persistent pattern of illegal dumping at this location, with recorded incidents dating back to 2013 and continuing into 2026.

The scale and frequency of dumping, including household waste, construction materials and potentially hazardous waste, present an ongoing risk to the natural environment and results in significant clean-up costs for the Council. The Circular Economy & Miscellaneous Provisions Act 2022 provides for use of CCTV by a Local Authority for the purposes of prevention, detection and prosecution of waste & litter offences.

There are separate codes of practice for the use of CCTV for waste/litter purposes:

  • Code of Practice for the Operation of CCTV for the Purposes of Prevention, Detection, & Prosecution of Waste Offences.
  • Code of Practice for the Operation of CCTV for the Purposes of Prevention, Detection, & Prosecution of Litter Offences.

Under this legislation, CCTV cameras can be deployed at locations where there is a history of illegal dumping.

 

 

What we are proposing:

Kildare County Council proposes to install CCTV cameras at selected locations along an approximately 600-metre stretch of the Tully Road, Kildoon, identified as a key access and transit route associated with illegal dumping activity.

The proposed CCTV deployment includes:

  • 2 licence plate recognition cameras positioned at key points to capture vehicle registration details
  • 2 overview cameras focused on areas where dumping has been most frequent
  • Decoy cameras to be installed on poles when live cameras are not actively in operation
  • Provision and installation of supporting infrastructure, including poles and signage, where necessary

The proposed duration of live CCTV monitoring is 6 weeks.

 

The purpose of this initiative is:

  • To deter illegal dumping activity
  • To detect and identify offenders
  • To support enforcement action under the Waste Management Act 1996, (As Amended), and the Litter Pollution Act, 1997, (As Amended.)

Signage will be installed on all infrastructure to inform members of the public of the presence of CCTV.

 

 

Consultation:

Under the applicable Codes of Practice, prior to the introduction of CCTV, a structured process must be followed to ensure that its use is necessary, proportionate, and targeted. As part of this process, Kildare County Council is undertaking a public consultation in respect of the proposed use of CCTV at this location.

This consultation relates solely to the proposed CCTV deployment at the Tully Road, Kildoon, Co. Kildare.

Representations in relation to this proposal can be made through the Council’s consultation portal via the “Make a Submission” process.

All submissions will be considered prior to any final decision being made.
